What if ???
With all this in mind, how about this idea...
The NEW Caribou Trail League
Since the CTL/District 6 is the larger of the two leagues, they would mandate all rules and regulations concerning regional play.
North Central Division
Brewster, Cascade, Cashmere, Chelan, Lake Roosevelt, Okanogan, Omak and Tonasket.
Northeast Division
Chewelah, Freeman, Kettle Falls, Lakeside and Newport.

Contact WIAA
I would go to the WIAA rulebook and check it out there. If you still have questions, then send an e-mail to Jim Meyerhoff and I am sure he will answer all your questions. That is his department of expertise. I really don't know all the details either.
